Our History

EMCS was founded in Milwaukee in 1983 by Rosalie Flack Morgan, P.E.  In 1998, a second EMCS office was opened in Wausau, WI.

EMCS is a registered engineering firm in the state of Wisconsin and is a certified Women Business Enterprise/Disadvantaged Business Enterprise (W/DBE) for various federal, state and local agencies nationwide.

EMCS offers planning, engineering design and construction management services. We have been involved in both small and large-scale public works projects throughout the state of Wisconsin, having worked in 36 of its counties. We practice a comprehensive management approach and our team has a proven track record, technical resources and management capabilities to deliver projects in a cost-effective and timely manner.
